Health Care Oversight Committee

GOVERNING AUTHORITY

Section 1. General: The Ventura County Health Care System department and operations are public institutions and are governed by the Ventura County Board of Supervisors with ultimate authority for management, operation, and maintenance. The Board of Supervisors appoints a Health Care Agency Director to carry out the duties and responsibilities to manage, operate and maintain the Ventura County Health Care System on behalf of the Board of Supervisors.

Section 2. Delegation: In order to more efficiently perform some of the duties and responsibilities of the governing authority, the Board of Supervisors delegates to the Oversight Committee the authority and responsibility to act as the governing authority with respect to only those matters specifically identified in Article V, Section 1.

In order to retain its authority and responsibilities, the Board of Supervisors reserves all rights and responsibilities pertaining to the Ventura County Health Care System operations that are not expressly provided for herein.

Purpose

The Oversight Committee shall act as the governing authority with respect to the following:

a) Establishment of Policy: The Oversight Committee shall establish policies that are in the best interest of the Health Care System

b) Institutional Management and Planning:

  2.  Planning
  3.  Quality Management
  4.  Medical Staff
  5.  Financial Oversight

  • Loretta Denering, PsyD- Interim Behavioral Health Director
  • Minako Watabe, MD- Chief Medical Officer

  • James Mason- MEC Public Consumer of the Health Care System     

Meetings 

The Oversight Committee shall make a reasonable effort to meet at least ten (10) times each calendar year, but in no event less than once per quarter.
